Joule Thief: NE-2 Rattler Lights at 1.2 Volts

A bit of a puzzler: the NE-2 is dark even with oscillations below 1.2 volts input, but above that it can be “triggered” by shorting the 1K – 60 nF base CR link with a 220R resistor. Less or more don’t work. Any ideas as to why or how this is happening?
