Hand held Lasersaber Joule Ringer

This is using 1 mA @ 9 volts. When I touch the base resistance wires the amp draw goes up to 3 mA. The large capacitor is a 10000uf / 10 volt and the small one is a .22uf paralleled with a 470k ohm resistor.
