Joule Thief Ultraviolet Tests

Quick video of a Joule Thief running 2 ultraviolet leds attached to plastic tubing coated on the inside with black light paint. (green) What I want to know is can we design a circuit that will pulse the battery every time the supercaps run down to charge them up again? This is my question.
